For a given state they keep popping up the same message for a while, and then they switch to another one. (I just checked, there are at least two for Oregon.) I'm not sure what, if anything, this represents; probably they just picked out a few messages from each state and are cycling through them slowly. Likewise, I suspect the 'Registered Calls' counter is simply counting fast enough to hit the registered number by 6 PM.
So in the end it's just a screen saver, not the interactive headquarters it pretends to be. But it's still kind of fascinating.
